Troop Participation - New Policy
Discussion around what we can do to get the older scouts to participate more.

Need to define what is required to considered to be “active”, especially for when a scout comes up for a Board of Review.
 Attendance at meetings.
 Attendance at activities (includes anything that is not a meeting).

Agreed that 60% attendance (of total number of activities) will be required to qualify for advancement.                  ATTENDANCE POLICY

Patrol Leaders (or a designated backup) will begin taking attendance at every activity.  This will begin with Troop meeting of 11/10.

Members of Board of Review will have to use their best judgment on participation until we get some time of taking attendance on record.

Within Troop 919, we have developed a program which combines advancement with attendance at Troop meetings and campouts. Each monthly campout, at a location in Delaware, Maryland, New Jersey or New York, encompasses a theme such as Camping, Cooking, Pioneering, First Aid, etc. Troop meetings held prior to these campouts emphasize skills required at the theme camp-out.

The Scout who attends most meetings and campouts should therefore reach the rank of Tenderfoot, Second Class and First Class by the end of his first year.

The Boy Scout Handbook contains details of the requirements for each rank and should be reviewed by both Parent and Scout.

For the purpose of information, the following is a list of Scout Ranks within the program from the lowest to the highest rank:

Troop 919 has established a schedule of minimum and maximum lengths of time in which we expect the boys to advance to Tenderfoot, 2nd Class, 1st Class, and Star Scouts. A little interested help, an occasional nudge and a few words of praise by the parents will help each Scout along the advancement trail. Many of our Scouts who remain active in the Troop until 16 or 17 achieve the rank of Eagle, the ultimate accomplishment in Scouting.
RANK MINIMUM MAXIMUM
Tenderfoot 1 Month to 3 Months
Tenderfoot to 2nd 3 Months to 6 Months
2nd Class to 1st 6 Months to 9 Months
1st Class to Star 4 Months to 12 Months
Upon completion of the requirements for a given rank, the Scout must appear before a Board of Review delegation prior to receiving his next advancement. This group of Scout Leaders (Boys and/or Adults) will review the Scouts progress and discuss his participation in the Troop.
The following are guidelines for the Board of Review procedure:
Board of Review
1. Board of Reviews are held regularly at Troop meetings prior to a Court of Honor.
2. A Scout who is ready for a Court of Review must personally notify his Scoutmaster or the Advancement Committee Chairman.
3. Appearing before the Board of Review is required for all advancement ranks within the Scouting program.
4. Appearance before the Board of Review must appear in full class "A" uniform, no exceptions!
